i'm using webs right now and i want a blogging system. webs blogging system doesn't exactly work for me. do you know any or anybody who uses webs and has a good blogging system? thanks. :)

How do you get it so when you hover over your links, they have a background (like this layout) that you have chosen yourself without having it to load. Like, when you use PaintShop Pro for it, you have to hold your cursor over and they load.
Oh, you're probably using the image mapping thing on Paint Shop Pro. For this, you just put a code in your CSS. For the link's hover in your CSS, add the following:

background: url("INSERT URL HERE") no-repeat left;

You put your URL in the "INSERT URL HERE" obviously. XD You can take out the "no-repeat" if you want the background image to repeat, but I didn't want mine to, so I put it in.

How do you get people to buy a domain for you? I mean, do these people in webdesign just one day decide you have talent so they offer to buy yo a domain? I don't really undertstand the pocress. Thanks.
You can't just get people to buy you a domain. It probably won't happen that often. One of the two people who offered me a domain was someone I talked to on a fairly regular basis. The other was an affiliate from long ago who happened to find my website again. There really is no specific "process" for "getting people to buy a domain" for you.
